Why does it have a paragraph when other cards have a line?

Because an announcement that cannot say what changed is a teaser. The paragraph is the thing this card has and a product or hiring card does not, and it is the reason to use this one.

What should the label say?

What kind of news it is — "Announcement", "Funding", "Partnership", "Now open", "Award". It is centred in the pill and shrinks to fit, so a long one will not break out of it and a short one will not look lost.

Do I have to use a photo?

The slot is always there, so either put something in it — the team, the building, the award — or pick a theme whose colours carry the card. A plain field of colour behind the placeholder is better than a stock photo that says nothing.

Can I use it for a press release?

As the graphic that goes with one, yes. The 1200x630 landscape is the size that shows in full as a link preview when the release is shared.
